Walnut Import Customs Duty Increased for 2026

With the Presidential Decrees published in the Official Gazette dated 31 December 2025 and numbered 33124 (3rd Repeated Issue), customs duties and additional financial obligations applied to walnut imports have been increased for 2026.The new regulation entered into force as of 1 January 2026.
Within the scope of the Amendment to the Decision on the Application of Additional Customs Duties on Imports, both in-shell walnuts and shelled walnuts (walnut kernels) are now subject to higher customs protection.
Increasing Import Pressure in Recent Years
In recent years, the rise in walnut imports has placed significant pressure on domestic production, negatively affecting cost structures and market balance. Low-tax imports have caused price pressure in the domestic market, weakening producers’ income levels and long-term production sustainability.
Throughout this period, sector representatives have consistently conveyed their assessments and concerns to public authorities, emphasizing the need for a trade policy that takes domestic production conditions into account.
Regulatory Process Initiated in 2023
The regulatory process regarding walnut imports began with the first customs duty increase in 2023, marking a critical step toward reducing import-driven market pressure.
Sectoral Assessments by the Walnut Producers Association
The Walnut Producers Association (CÜD) has long highlighted the adverse effects of low-duty walnut imports on domestic producers, underlining the risks of unfair competition and declining producer motivation.The new regulation adopted for 2026 is considered a continuation and strengthening of this regulatory framework.
What Does the 2026 Regulation Mean?
With the new regulation, customs protection for walnuts has been reinforced not only through higher basic customs duty rates, but also through increased additional financial obligations.This approach reflects a policy direction aimed at supporting domestic walnut production while ensuring a more balanced import regime.
As the Walnut Producers Association, we welcome all constructive measures taken to protect domestic production, ensure fair market conditions for producers, and reduce Türkiye’s dependency on walnut imports. We emphasize the importance of maintaining comprehensive and sustainable support policies for the sector.
